OK, it is not exactly Bogota (situated north of the city, get there by TransMilenio from Portal del Norte and then continue by frequent buses to Chia; or just get a cab), but this place serves no nonsense food in generous portions and the party atmosphere makes it a very popular spot with Bogotans.
