A great way to visit the main sights of Phnom Penh is on foot as they are fairly close together. You could start by visiting Wat Phnom and Wat Ounalom, take in the National Museum and finish at the Royal Palace and Silver Pagoda. Tuol Sleng is a little further away and may be too far to walk in the heat.
